casino made their voices heard loud and clear, but Lima City Council opted to move forward with an agreement anyway.
"Some 100 people came to Lima City Council's meeting on Monday, many waving signs against having a casino in Lima.
"Council's 5-4 vote held for a third reading Monday night, committing the city to a non-binding memorandum of understanding with the Eastern Shawnee Tribe of Oklahoma. While the agreement is designed to provide a template for further negotiations with a tribe, it drew everything from prayers for the voting members to accusations of a vote 'no to God.' …"
